MUD#88 serves Legends Trace, Wright’s Landing, and Bristol Lakes, which includes managing our access to clean drinking water, monitoring storm water drainage, managing trash collection, maintaining our wastewater treatment plant, securing our community through contracts with local law enforcement, and improving mobility through the District.

About the Board

The MUD#88 Board of Directors oversees all matters of the District and are all residents within our District. We pay the same taxes, drink the same water, and utilize the same facilities. It is important to us that our tax dollars are spent conservatively, that our water is clean to drink, our neighborhoods are safe to walk, and that we properly plan for the future.

Current Updates

Here are the current major updates for our District:

Tax Rate & Exemptions

Our tax rate continues to trend downwards. Since 2016, our total rate has lowered from $1.39 to $1.00 per $100/value. This has meant considerable savings for homeowners, and we estimate this will continue to improve as we make progress towards paying off debts and with the expected future growth of commercial property within the District.

We also increased the tax exemption for those aged 65 and over, from $10,000 to $15,000 for 2026. Those who qualify for this exemption do not have to take any action as these savings will be automatically applied to your 2026 tax assessment this year.

New Park Coming Soon!

During the February 2026 meeting, the MUD Board unanimously approved the building of a new children’s playground, which will be installed at the Amelia Voss Park located at 3781 Wrights Landing. This project was led by Board Directors Jeremy Davis and Kent Doerries and is funded with District reserve funds that generated a significant return on investment overthe last several years.

Due to prior planning and savings, no tax rate increase was necessary to fund the playground’s development.

Below are representative illustrations of the new playground and park, which will include three separate age-specific playground components aimed at maximizing the utilization of all ages. The project is expected to be completed by summer 2026:

Birnham Woods Sidewalk Extension and Pedestrian Bridge

Partnering with Montgomery County Municipal Utility District No. 89 (MUD#89) and Spring Creek Utility District (SCUD), we are in the process of completing the sidewalk to connect Elan Boulevard down to Highway 99, allowing access for MUD#88 residents to more easily walk or bike to nearby businesses. Part of this includes the construction of a pedestrian bridge that runs parallel with the existing vehicle bridge over the drainage channel.

As of February 2026, the contractor is working on submitting construction submittals for Board review. The contractor has also mobilized and has begun construction of the sidewalk, south of the bridge crossing. The project is scheduled to be completed by October 2026.

This initiative was championed by Board Vice President Kent Doerries, who provided great ideas for how to partner and share funding for the project with our neighboring districts.

Due to prior planning and savings, no tax increase was necessary to fund this project’s development.

Trash Collection Changes

The Board recognized that last year we had several trash collection days that fell on end-of-year holidays. This impacted many homeowners, especially with heavier trash demand during the holiday season.

Working with our trash collection provider, Texas Pride, we have negotiated and approved a change to our schedule. Starting on April 1st, we will be moving to Tuesday/Friday collectiondays, with recycling pick-up to now be on Fridays. Making this change guarantees trash collection on the Tuesdays immediately after Memorial Day and Labor Day, as well as the Friday immediately after Thanksgiving. These days were missed annually in our current collection schedule.

No price increases were required to support this change.


Law Enforcement Update

One priority that the Board takes very seriously is the security of our community. For many years now, our District has been patrolled by the Precinct 3 Constable’s Office. We have two constables contracted to patrol for 40 hours per week during different times to accommodate coverage needs. Each month the Board receives a security report for how many issues or items the Constable’s recorded, which can include everything from traffic stops to serious incidents.

We continue to look for opportunities to improve security for our neighborhoods and welcome any feedback you have to provide better coverage.


Church Property Development

In 2022, the Declaration Church purchased the 82 acres of green belt property behind Wrights Landing and Bristol Lakes, and they are in the process of developing the land for both their church facilities and several small commercial businesses. This project continues to be in progress, as the church works to finalize its plans for development. They have also completed sales of certain parts of the property, such as the recent announcement of ‘The Sandtrap’, an indoor golf simulator and restaurant venue.

The MUD Board continues to communicate with the church regarding our concerns with drainage development and the opportunity to convey portions of the area along their western boundary line, to maintain the tree line between homeowners and the church’s development(s).

We also continue to express interest in taking ownership of the unused land that they cannot develop for the purpose of maintaining more options for green spaces within the District(including the ~27 acres along the west side of Birnham Woods Drive, north of Elan). As of February 2026, this is still pending with the church.

One benefit of the development of this property is that it will bring in other small businesses. These businesses will pay taxes, which can help offload the tax burden for District homeowners in the future.

We look forward to this project potentially moving faster this year as the church accelerates its plans.


Wastewater Treatment Plant (WWTP) Replacement

The WWTP continues to make substantial progress. Our District currently has one wastewater treatment facility located at the end of Cedarwood Trace Drive, behind Wrights Section 2 and Bristol Lakes. You can see it in the middle of the map image above. This facility manages our waste, removing contaminants from sewage so that it can be safely discharged downstream.

The current wastewater plant was designed and built to be temporary by the original Developer, and it requires a monthly rental payment for us to utilize it beyond its original lease term, per our lease agreement. In 2023, the Board issued bonds to build a new permanent concrete wastewater treatment facility, which is being built immediately east of the existing WWTP facility. The new concrete facility will have a minimum life expectancy of 50 years.

As of February 2026, the building of the new facility is underway, at 54% completion by contract value.

Water Drainage Issue Between Wrights Section 3 and Pavilion

In 2025, the Board successfully resolved the drainage issue behind Wrights Section 3 after working with the County and Kinder Morgan. This project was complicated due to the presence of two large natural gas pipelines under this location, but the Board and District Engineers were able to eventually see this resolved. This project is now closed.

Drinking Water Expansion Projects

As you likely know, our District is currently under Stage 2 drought restrictions (as of 2/27/26). We briefly moved down to Stage 1 in 2025 but had to return to Stage 2 due to ongoing challenges with the static water levels of our three groundwater wells. We see improving conditions within our aquifers, but there has not been enough improvement to move out of Stage 2 restrictions.

We should also note that drought conditions continue to remain a challenge across Texas. As of February 23rd, 2026, here are the latest water conditions as reported by the Texas Water Development Board:

We want to reassure residents that there is no cause for alarm regarding your access to drinking water, but we are tracking these trends very closely and taking action to mitigate future risks.

Our MUD Board, in partnership with MUD#89 and SCUD, are working on two major projects below to secure sustainable, long-term access to drinking water.

1. Groundwater Storage Tank Installation

We are in construction for a new groundwater storage tank (GST) at Water Plant No. 2 located on Elan Blvd. This is a shared project with our partner districts, MUD#89 and Spring Creek Utility District, which will add more capacity for us to pull water from the upper Jasper aquifer.

Out of our two main water wells on Elan, we pull most of our water from the Evangeline aquifer, which is the aquifer impacted the most from the droughts in this area. The second water well pumps water from the Jasper aquifer, which has a higher amount of Hydrogen Sulfide (H2S) that must be first aerated within our storage tanks. Due to the time it takes to complete the aeration process, the amount of water we can pull from Jasper is very limited. This project will allow us to pump and aerate more Jasper water at one time prior to mixing with the Evangeline water, thus alleviating the Evangeline well and increasing our groundwater capacity.

This project has already started, as you can see from Elan Blvd where the contractor has begun staging the area for construction. This project’s expected completion is April 2027. Here is the basic diagram for where the expansion will occur:

2. Lake Conroe Surface Water

Our Board, along with our partner districts MUD#89 and SCUD, and with other surrounding municipalities, have been working to procure surface water from Lake Conroe via the San Jacinto River Authority (SJRA).

This project would add a secondary source of drinking water for our District by extending the existing SJRA surface water line down to Elan Blvd and then connecting it to our water processing facility.

For routing of the SJRA water line, the best scenario proposed is Option D in the diagram below (purple line) as it supports a larger pipe for future increases in water allocation and will require the least number of easements for construction. This option also enables future connections to other MUDs in this area, which would trigger reimbursement of the initial construction back to our District.

As of February 2026, we have secured an agreement with the SJRA that reserves a minimum of 200,000 gallons per day and up to 500,000 gallons per day of surface water, which Directors Ryan Tsamouris and Kent Doerries assisted as part of the Joint Facilities Advisory Committee (JFAC) that collaborated with our partner districts. We are currently awaiting the SJRA’s latest water model updates and completing further collaboration with other nearby municipalities to assist with cost sharing for this project.
